Illustrative Phoenix metro medians, replaced with your own figures in the equity report. Arizona assesses on a limited property value that grows at a capped rate, so the tax line moves more slowly than the sale price.

Why California homeowners choose Arizona

Arizona is the shortest move on this list for most Californians, and that matters more than people admit. A weekend drive back to see family, the same time zone for most of the year, and familiar grocery chains reduce the friction that sinks a lot of long-distance relocations.

The trade is heat and water. Phoenix now regularly runs a month or more of days at 110 degrees or higher, and the summer power bill on a 2,000 square foot house can be triple a coastal California bill. If you have never lived through a Sonoran summer, rent through one August before you commit to a specific neighborhood.

The detail almost no out-of-state buyer knows: Arizona's assured water supply rules now block new groundwater-dependent subdivisions in parts of the Phoenix active management area, which is why some outlying developments stalled. Separately, many rural and fringe parcels are on hauled water, and that is disclosed in the fine print rather than the listing headline. Buyers weighing desert markets often compare Arizona against Nevada and Utah before deciding.

Cost of living versus California

Gasoline, groceries, and insurance all run below California levels, and the absence of vehicle emissions burdens plus a lower registration schedule helps. Healthcare is close to the national average and the Valley has genuine hospital capacity, which is why the retiree inflow keeps growing.

Electricity is the exception and it is not a small one. Households that keep a pool or a west-facing great room should assume peak-season bills several times their California winter baseline.

Taxes: what actually changes

Arizona runs a flat 2.5% income tax, the lowest flat rate of any state that levies one. For a California household in the top brackets the annual difference is large and immediate.

Property tax is genuinely low. Effective rates commonly land near 0.45% to 0.65%, and the state caps annual growth in the limited property value used for assessment, which keeps bills predictable in a rising market.

Sales tax is where Arizona takes it back. Combined state, county, and city transaction privilege tax exceeds 8% in most Valley cities and some jurisdictions tax residential rent and contracting work that other states leave alone.

The housing market

The Valley is a builder's market. National builders control large land positions in Buckeye, Surprise, Queen Creek, and Maricopa, and their incentive packages, particularly permanent rate buydowns, frequently beat anything available on resale.

Resale competition concentrates in the older, shaded, in-town neighborhoods, Arcadia, Willo, central Scottsdale, where mature landscaping and irrigation flood rights make a measurable difference in summer livability.

Two due diligence items specific to Arizona: check whether the parcel sits in a community facilities district, which adds a separate assessment to the tax bill, and confirm the roof underlayment age on any tile roof, because tile survives the sun while the underlayment beneath it does not.

Where people land in Arizona

  • Gilbert

The default landing spot for relocating families, top-rated districts and low crime.

  • Scottsdale

Where equity-rich California sellers buy outright, and the one Valley market with real luxury depth.

  • Peoria

West Valley value with lake access and a shorter drive to the interstate back to California.

  • Prescott

Mile-high mountain town with four mild seasons, popular with heat-averse retirees.

  • Tucson

Cheaper than Phoenix, cooler by several degrees, anchored by the university and Raytheon.

  • Queen Creek

Largest concentration of new construction incentives in the metro right now.
