Why California homeowners choose Idaho
Idaho was the runaway California destination of the early 2020s and the pricing reflects that. Boise is no longer cheap. It is still meaningfully below coastal California, and a Sacramento or San Diego seller can typically buy a larger, newer home with a much smaller loan, but anyone expecting 2018 Idaho prices will be disappointed.
The downsides are specific. Winter is real, with weeks of freezing temperatures and inversion fog that traps cold air in the Treasure Valley for days. August and September bring wildfire smoke that closes outdoor life for stretches. And the in-migration has produced genuine local resentment toward California buyers, which is mostly noise but occasionally shows up in how an offer is received.
What locals know: Ada County's growth pushed most new construction into Canyon County and the Kuna and Star corridors, where irrigation districts still control water delivery and many parcels carry irrigation shares that transfer with the deed and must be maintained. Also, foothills homes north of Boise sit in a designated wildland urban interface where insurers have tightened underwriting sharply. If you want the same landscape with fewer people, compare Montana, and if the job market is the priority look at Utah.
Cost of living versus California
Idaho's savings show up in housing, utilities, and insurance rather than groceries, which run close to the national average because most goods are trucked in. Electricity is inexpensive thanks to regional hydro.
Wages are the counterweight. Idaho pay scales sit below California in nearly every field, so this move works best for households bringing income with them or retiring on assets.

Taxes: what actually changes
Idaho moved to a flat income tax that applies to both individuals and corporations, replacing the old graduated brackets. It is a clear reduction from California's upper brackets without being a zero-tax state.
Property tax effective rates land near 0.55% to 0.7%, and the homeowner exemption removes a share of assessed value up to a statutory cap for owner-occupied homes. Because that cap is fixed in dollars, its benefit shrinks as prices rise, and it does not apply to second homes or rentals at all.
Sales tax is 6% statewide with limited local add-ons in resort towns. Social Security is not taxed, and there is no estate or inheritance tax.
The housing market
The Treasure Valley builds at scale, and new construction is where most out-of-state buyers end up because resale inventory in established Boise neighborhoods, the North End, East End, and Harris Ranch, is genuinely scarce and sells fast.
Outside the valley, Coeur d'Alene runs on Pacific Northwest and Southern California second-home demand and prices independently of Boise. Sun Valley is a resort market with resort pricing.
Check two things before writing an offer: whether the home is in a wildland urban interface zone, because that determines insurability and premium, and whether the subdivision is served by a private community water and sewer system rather than a municipality, which changes both the monthly cost and the long-term repair liability.
