Why California homeowners choose Iowa

Iowa is a quiet, unglamorous, genuinely inexpensive place to own a house. Des Moines has an insurance and financial services economy that supports real professional salaries, Iowa City and Ames are university towns with the amenities that implies, and a California seller can often close on a house here without a mortgage at all.

The tradeoffs are honest ones. The job market outside a few metros is narrow. Winters are cold and windy in a way that coastal Californians consistently underestimate, with stretches below zero and ground blizzards that close interstates. And the state is losing population in most rural counties, which matters for resale in small towns even when the price looks irresistible.

Two things a generic writer will not tell you. Iowa applies an annual rollback to residential assessments, a statewide percentage that limits how fast taxable value can grow, so the number on your assessment notice is not the number you are taxed on. And the August 2020 derecho, an inland windstorm with hurricane-force gusts, flattened a large share of Cedar Rapids' tree canopy and reshaped how insurers price roofs across the eastern half of the state.

Cost of living versus California

Iowa runs below the national average in nearly every category, and well below California in all of them. Housing carries most of the gap, but childcare, dining, and services are all materially cheaper.

Heating in winter and cooling in a humid July are both real line items. Utilities here are not the mild year-round bills of a coastal California climate.

Taxes: what actually changes

Iowa replaced its old graduated brackets with a single low flat rate, and it fully exempts retirement income for residents past a set age, including pensions and IRA distributions. For a retiring California household the combined effect is large.

Property tax rates are moderate on paper and are applied to rolled-back taxable values, but city and school levies vary widely. Rural counties with small tax bases sometimes carry higher rates than the suburbs.

Iowa repealed its inheritance tax, which historically taxed non-lineal heirs and was a genuine planning problem. There is no longer a state estate or inheritance tax.

The housing market

Inventory is affordable but not always plentiful, and the best-maintained homes in Des Moines' western suburbs move quickly. New construction is available and reasonably priced, which is a novelty for anyone coming from California.

Expect basements everywhere, expect to care about sump pumps, and have any older home checked for radon. Iowa has among the highest average indoor radon concentrations in the country, a function of glacial soils, and mitigation is a routine line item in a purchase here.

Flood plain mapping matters more than in most states. River towns along the Mississippi, Cedar, and Des Moines rivers have real exposure, and the map boundary can change your insurance cost dramatically across a single street.
