Maryland is not a cost-savings destination and this page will not pretend otherwise. In Montgomery, Howard, and Anne Arundel counties, housing costs sit in the same territory as many California metros, and the state layers a county income tax on top of the state rate, so your total marginal rate depends on which county line you land inside.
What Maryland actually offers is a job market almost nobody else has. Federal agencies, the NIH and FDA corridor, Johns Hopkins, NSA and the defense contractor belt around Fort Meade, and the biotech cluster in Gaithersburg and Rockville. If your household has a security clearance or a life sciences background, the earnings here justify the costs. If it does not, this is a lateral move at best.
The detail people miss: Maryland caps how fast your assessed value can rise through the Homestead Tax Credit, but the cap percentage is set separately by the state, the county, and the municipality, so three different caps can apply to the same house. Taxes: what actually changes
The state income tax is graduated and lower than California's top brackets, but every county adds its own income tax on the same return. Two houses a mile apart on opposite sides of a county line can carry different effective rates for the same income.
Maryland is one of the few states with both an estate tax and an inheritance tax. The inheritance tax exempts close family, but the estate tax threshold is well below the federal exemption and catches estates that would owe nothing federally.
At purchase, expect state transfer tax, county transfer tax, and recordation tax. First-time Maryland homebuyers get a reduced state rate, and the split between buyer and seller is negotiable in some counties and fixed in others.
The housing market
Inventory in the inner suburbs is tight and school district driven. Homes in the strongest Howard and Montgomery districts move fast and appraise high, and buyers regularly waive contingencies.
Housing stock is old in Baltimore City and the older Baltimore County suburbs. Lead paint disclosure and rental registration rules are strict here and worth understanding if you plan to rent a property out later.
