New Mexico is the closest thing to a cultural transplant for Californians who like the Southwest but not Phoenix. High desert elevation means Santa Fe and Albuquerque get four mild seasons rather than the Sonoran furnace, the light and architecture are genuinely distinct, and the property tax burden is one of the lowest in the West.
Be clear-eyed about the weaknesses. The state ranks near the bottom nationally on public education outcomes and near the top on property crime in Albuquerque, and the private-sector job market is thin outside the federal labs, the film industry, and healthcare. This move works best for retirees, remote workers, and people with a federal or lab connection.
Two things that matter more here than almost anywhere. Water rights in New Mexico are separate from land ownership and administered under a prior appropriation system, so a rural parcel with a well may or may not come with the right to use it as you intend. And traditional adobe and pueblo-style construction requires ongoing stucco and parapet maintenance that a stucco tract home in California never did, along with flat roofs that need scheduled attention rather than reactive repair.

Housing is well below California levels outside Santa Fe, and utilities stay low because the climate is dry and the swing seasons are long. Evaporative cooling still works in most of the state, which is far cheaper to run than refrigerated air.
Groceries and healthcare run close to the national average, and healthcare access is the real constraint rather than price, since specialist wait times outside Albuquerque can be long.

Taxes: what actually changes
The income tax is graduated with a top rate well under California's, and the state has phased in an exemption for Social Security income below set income thresholds. Military retirement pay receives a partial exemption.
Property tax is low and the state limits annual increases in assessed value on owner-occupied property, with an additional freeze available to qualifying older residents below an income threshold. A head-of-family exemption reduces taxable value further.
New Mexico levies a gross receipts tax rather than a conventional sales tax, which applies to services as well as goods and is typically passed to the buyer. Rates vary by location. There is no estate tax, though the state does tax capital gains at a partial deduction rather than exempting them.

Albuquerque has the deepest inventory and the widest range of price points, with the Northeast Heights and the North Valley drawing most out-of-state buyers. Santa Fe operates as a resort market with limited supply, strong second-home demand, and design review that constrains what can be built and how it must look.
Rural and semi-rural parcels frequently rely on shared wells, mutual domestic water associations, or hauled water. Confirm the water source and its legal standing in writing during your contingency period.
