Why California homeowners choose New York

Be clear about what this move is and is not. New York does not reduce your tax burden. The state's top income bracket is comparable to California's, New York City layers a local income tax on top of that, and the property tax rates upstate are among the highest in the nation as a percentage of value. Anyone selling in California expecting a tax break should look at Tennessee or Nevada instead.

What New York does offer, and only in the upstate markets, is remarkably cheap housing attached to real cities. Rochester, Buffalo, and Syracuse have university and hospital economies, four full seasons, abundant fresh water, and among the lowest natural disaster exposure in the country, which is a genuine consideration for someone leaving a wildfire zone. Buffalo has repeatedly appeared in climate resilience analyses for exactly that reason.

Two things Californians consistently underestimate. First, the STAR program delivers school tax relief as a credit or exemption and you must actively register for it, since it does not follow the property. Second, upstate housing stock is old, frequently pre-war, and often still has knob-and-tube wiring, a buried oil tank, or a lead service line, each of which can complicate insurance and financing in ways a 1990s California tract home never would.

Cost of living versus California

Upstate, housing is dramatically cheaper and nearly everything else is close to the national average. Downstate, the entire calculation reverses and you will spend more than you did in California for less space.

Heating is the significant new expense, and many older upstate homes still run on fuel oil or propane rather than natural gas, which costs more and requires deliveries.

Taxes: what actually changes

The state income tax is graduated with a high top bracket, and residents of New York City pay an additional municipal income tax. Yonkers levies a surcharge. This is not a state you move to for income tax relief.

Property tax is the defining cost. School district levies drive most of the bill upstate, and two towns on either side of a district line can differ enough to change what house you can afford. Always price the tax bill before you price the house.

Social Security is exempt from state tax, public pensions are exempt, and private retirement income receives a per-person exclusion past a set age, which softens the picture considerably for retirees.

New York has an estate tax with a cliff structure: exceed the exemption by a modest margin and the entire estate becomes taxable, not just the excess. That detail alone has changed where a number of high-net-worth households chose to domicile.

The housing market

Upstate inventory is old, small by California standards in square footage, and priced low enough that cash offers from out-of-state buyers have measurably tightened the market in Buffalo and Rochester over the past few years. Bidding wars at these price points are common, which surprises people.

Expect basements, and expect them to matter. Frost depth requires deep foundations, so nearly every home has one, and water intrusion is the routine inspection finding.

Downstate, particularly Westchester and Long Island, combines California-level pricing with the country's highest property tax bills. If your goal is space and margin, that combination does not work, and it is worth saying plainly rather than papering over.
