Why California homeowners choose Pennsylvania

Pennsylvania is the strongest retirement tax story east of the Mississippi and almost nobody markets it that way. The state income tax is a low flat rate, and retirement income is not taxed at all: no tax on Social Security, on pensions, or on IRA and 401(k) distributions once you are past the qualifying age. For a California household living on retirement income, that is a large, permanent annual difference.

The state also has an inheritance tax, which is the part nobody mentions. It is levied on what your heirs receive rather than on the estate, at different rates depending on the relationship, and a transfer to your children is taxable even at modest values. If passing property to family is central to your plan, that belongs in the analysis alongside the income tax break.

Two more specifics. Local earned income taxes are levied by municipalities and school districts on top of the state rate, so working residents pay a local percentage that varies by address, and Philadelphia's city wage tax is substantially higher than anywhere else in the state. And Pennsylvania has among the highest measured indoor radon levels in the country because of the Reading Prong geology, so mitigation is routine here rather than exceptional.

Cost of living versus California

Pittsburgh and the central and western counties are inexpensive by any national measure. The Philadelphia suburbs are not, and the Bucks and Chester County markets carry Northeast pricing.

Utilities are moderate, most homes are on natural gas, and the state's own gas production keeps heating costs lower than in New England.

Taxes: what actually changes

The flat state income tax is one of the lowest in the country among states that levy one, and the full exemption for retirement income is the reason so many Northeast retirees relocate within the region rather than heading south.

Municipal and school district earned income taxes apply on top, based on where you live, and Philadelphia's wage tax applies to anyone working in the city regardless of residence.

Property tax is set locally and school districts drive the bill. Rates vary widely, and the state's property tax and rent rebate program provides relief for qualifying older homeowners.

The inheritance tax applies at separate rates for spouses, lineal descendants, siblings, and others. Spousal transfers are exempt; transfers to children are not.

The housing market

Pittsburgh offers the best value of any real city in the Northeast, with sturdy older housing on hillsides and a hospital and university economy underneath it. Expect steep lots, retaining walls, and the occasional slope stability question in an inspection.

Lancaster and the Lehigh Valley have both tightened considerably as New York and New Jersey buyers moved west, so those markets are competitive at price points that still look cheap from California.

Housing stock is old across the state. Knob-and-tube wiring, oil tanks, and lead paint show up regularly, and radon testing should be non-negotiable in your offer.
