Why California homeowners choose Washington

Washington is the only West Coast state with no personal income tax, and for a Californian who wants to stay in the same region, same time zone, same industries, that is a rare combination. Tech, aerospace, and healthcare all have real hiring depth here, which is not true of most no-income-tax states.

Two honest cautions. First, the Puget Sound housing market is expensive, and a Sacramento or San Diego seller may find Seattle's east side no bargain at all. The equity gain is much clearer if you look at Spokane, the Tri-Cities, or the Vancouver area. Second, the gray is real, roughly nine months of low light west of the Cascades, and it affects more people than expect it to.

Two things worth knowing before you plan: Washington enacted a capital gains excise tax on large long-term gains, so a business or stock sale timed after your move is not automatically tax-free the way it would be in Nevada. And Washington charges a graduated real estate excise tax on the seller at closing, reaching into the low threes on high-value sales, which changes the math on your next sale, not just this purchase. Compare against Oregon if income tax versus sales tax is your main variable, and Nevada if zero state tax is the goal.

Cost of living versus California

Eastern Washington is dramatically cheaper than the west side across every category, and it also gets real snow and hot summers, which the coastal side does not. Electricity statewide is among the cheapest in the nation because of the Columbia River hydro system.

Seattle-area groceries, dining, and services track close to Bay Area pricing. Gasoline is high because of state fuel taxes and the carbon program.

Taxes: what actually changes

There is no personal income tax on wages, salary, or retirement income. There is a state excise tax on long-term capital gains above a substantial annual exemption, with carve-outs for real estate and certain business sales, and it should be reviewed with your CPA before you time a liquidity event.

Property tax effective rates typically land near 0.8% to 0.95%. Washington limits regular levy growth for most taxing districts to 1% a year without voter approval, which is why bills rise mainly through voter-approved school and fire levies rather than through appreciation.

Sales tax is high, above 10% in parts of King County. Washington also has one of the country's few remaining state estate taxes, with a threshold far below the federal exemption.

The housing market

The Puget Sound region is supply-constrained by geography and by the Growth Management Act, which concentrates development inside urban growth areas. Bidding competition returns quickly whenever rates dip, particularly on the Eastside and in north Seattle.

Spokane, the Tri-Cities, and Clark County near Vancouver have far more inventory and are where a California equity position goes furthest. Clark County has the added advantage of no Washington income tax while Portland shopping avoids the sales tax, a combination locals plan around deliberately.

Inspection items unique to the region: landslide and steep-slope designations on hillside lots, which affect both insurance and permitting, and the western Washington cladding history, where 1990s-era stucco and siding assemblies without proper rain screens produced widespread water intrusion. Ask what the exterior wall assembly is, not just when it was painted.
