Rural broadband is uneven and worth verifying at the specific address. Hospital access outside the few population centers can mean a long drive. For a similar cost structure with better job depth, look at Kentucky or Tennessee.
Cost of living versus California
Housing and property tax are the standouts, both far below national averages. Groceries and utilities are near average, and healthcare costs run somewhat higher relative to local incomes because provider density is low.
The Eastern Panhandle is the exception on price. Its proximity to the Washington DC commuter shed pushes housing costs well above the rest of the state.

Taxes: what actually changes
West Virginia cut income tax rates sharply and the schedule includes further reductions tied to revenue triggers. The state has also completed a phase-out of tax on Social Security benefits.
Property tax is low both because rates are modest and because assessment is fractional. There is no estate or inheritance tax.
One item that surprises newcomers: the state levies a personal property tax on vehicles, though a refundable credit now offsets it for most owners. Register the car and file for the credit.
The housing market
