And shoreland zoning across the state restricts what you can build, clear, or pave near a lake, which routinely frustrates buyers who purchase waterfront expecting California-style discretion over their own lot.

Outside of property tax, Wisconsin costs less than California in every meaningful category. Housing is the largest gap, and childcare and dining are substantially cheaper as well.

Taxes: what actually changes
The income tax is graduated with four brackets and a top rate below California's, but the middle brackets start at relatively low income levels, so a two-earner household will not see as much relief as the top-line comparison implies.
Property tax is the state's defining cost. School district levies drive most of the bill, and the difference between two adjacent districts can be substantial on identical houses.
Social Security is exempt from state tax, and there is a retirement income subtraction for qualifying older residents. Wisconsin has no estate or inheritance tax.
The housing market
Madison is the tight market. Inventory is chronically short, prices have climbed steadily, and well-located listings draw multiple offers. Milwaukee and its suburbs are considerably softer and offer far more house per dollar.
