Why California homeowners choose Florida

Florida gives a California seller no state income tax, a large and liquid housing market, and inventory that has actually grown while much of the country stayed tight. For retirees in particular, the combination of no income tax, no estate tax, and strong creditor protection on a homestead is difficult to match.

The counterweight is carrying cost. Homeowners insurance in Florida is the highest in the nation and in coastal counties it can exceed the mortgage principal and interest on a modest home. Add hurricane deductibles calculated as a percentage of insured value, flood insurance that is priced separately, and condo assessments that have risen sharply, and the monthly number can look nothing like the listing price suggests.

Two things that decide deals here. Florida's Save Our Homes provision caps annual assessed value growth at 3% for homesteaded owners and portability lets an existing Florida owner carry that benefit to a new home, but as an incoming buyer you reset to full market value, so the seller's tax bill tells you nothing. And after the Surfside collapse, condo associations must fund structural reserves following milestone inspections, which has produced special assessments in the tens of thousands on older buildings. Never buy a Florida condo without reading the reserve study. Movers comparing warm-weather options often look at South Carolina and Arizona alongside it.

Cost of living versus California

Groceries, fuel, and services are all below California, and the absence of income tax is immediate. Where Florida gives it back is insurance, and to a lesser degree summer electricity, since air conditioning runs nearly year-round in the southern half of the state.

The regional spread is wide. South Florida is expensive, the Gulf Coast is moderate, and the northern and central interior are genuinely inexpensive.

Taxes: what actually changes

No state income tax, no tax on retirement or investment income, and no estate or inheritance tax. Florida's homestead exemption also removes a fixed amount of assessed value and provides strong protection from creditors, which is a genuine planning consideration and not a marketing line.

Property tax effective rates typically land near 0.8% to 1.0%, with the Save Our Homes cap limiting growth after your first full year of homestead status. County millage varies widely, and community development district assessments in newer subdivisions are billed on the same statement and are easy to mistake for tax.

Sales tax is 6% at the state level plus a county surtax, generally landing between 6.5% and 7.5%.

The housing market

Florida is currently one of the few large states where inventory has climbed and sellers routinely pay concessions. That is a favorable environment for a buyer arriving with a credit at closing and no home sale contingency.

New construction is abundant across Central Florida and the Gulf Coast, much of it in community development districts that carry an annual bond assessment for twenty or thirty years. Ask for the total, not just the tax rate.

Practical diligence: pull the FEMA flood zone and the elevation certificate before you fall in love with a house, ask for a wind mitigation inspection because it directly lowers premium, and confirm the roof age, since many carriers will not write a policy on a shingle roof past about fifteen years.
