South Dakota gets shortlisted for one reason and it is a good one: no personal income tax, paired with housing that costs a fraction of coastal California. What it does not have is weather anyone would choose. Winters are long, wind is constant, and January in Sioux Falls is a genuinely different life from January in San Diego.
The state also has a stronger economy than outsiders assume. Two things worth knowing before you shop. Residency is unusually easy to establish here, which is why full-time RV households and travelers domicile in the state, and it also means county offices are used to processing out-of-state arrivals efficiently. Separately, much of eastern South Dakota sits on expansive clay, and basement wall movement is the single most common inspection finding in older homes.

Rapid City is a different animal, shaped by Black Hills tourism, short-term rental demand, and Ellsworth Air Force Base expansion, which has pulled housing demand toward Box Elder and the eastern edge of town.
New construction concentrates in the outer rings of both cities. Build season is compressed by frost, so contracts signed in fall usually mean spring starts. Buyers comparing cold-weather value should also look at Montana and Idaho.
