Why California homeowners choose Virginia
Virginia is really two housing markets sharing a state government. Northern Virginia is a high-cost federal contracting metro where your California proceeds buy less than you would like, while Richmond, Roanoke, the Shenandoah Valley, and Hampton Roads offer a large, well-built house and a short commute for a fraction of what you sold for.
The state itself is moderate on tax: a graduated income tax with a top rate well under California's, property tax rates near the national median, and no estate tax. It is a middle-of-the-road answer rather than a dramatic one, which suits households who care more about schools, healthcare, and airports than about a headline tax cut. If maximum tax reduction is the goal, Tennessee and Florida are the sharper comparisons.
Two details that catch newcomers immediately. Virginia localities levy an annual personal property tax on vehicles, assessed on the value of every car you own, so a household arriving with two newer vehicles gets a bill that has no California equivalent. And Virginia is a Dillon Rule state, meaning localities can only exercise powers the General Assembly has explicitly granted, which is why county-level rules and services differ from one another in ways that feel arbitrary until you know the reason.
Cost of living versus California
Outside Northern Virginia, the state runs near or below the national average and far below California. Inside it, groceries, childcare, and housing all price like a major coastal metro.
Humidity drives summer cooling costs and winters are mild in the east, colder in the mountains. Neither is extreme by national standards.

Taxes: what actually changes
The income tax is graduated with a top bracket that starts at a low income level, so most working households pay the top rate. It is still well below California's marginal rates for a high earner.
Property tax rates are set by county and city and sit near the national median. Localities differ meaningfully, and the difference between Fairfax and a Shenandoah Valley county is large.
Social Security is exempt from state income tax, and there is an age-based deduction for other retirement income subject to income limits. Virginia has no estate or inheritance tax.
The personal property tax on vehicles is partly offset by state relief on lower-valued cars, but it remains an annual bill you have never had before.
The housing market
Richmond has tightened considerably over the past few years as remote workers and Northern Virginia households moved south, so it is no longer the sleepy value market it was, though it remains a bargain from a California perspective.
New construction is widely available in the Richmond and Hampton Roads suburbs. In Northern Virginia, inventory is the constraint and bidding is competitive at nearly every price point.
Two inspection items to insist on: radon, which is common in the Piedmont and the valley, and moisture in crawlspaces, which is nearly universal in the humid eastern half of the state.
