Delaware is a small state that punches above its weight on tax structure. There is no sales tax at all, property taxes are among the lowest in the country, and the state gives retirees a substantial exclusion on pension and other qualifying retirement income plus no tax on Social Security.
The reason property tax is so low is a genuine oddity. For decades all three counties assessed homes against base year values from the 1970s and 1980s. Taxes: what actually changes
The income tax is graduated with a top rate well under California's, and local jurisdictions do not add their own except for a wage tax in the city of Wilmington.
Retirement treatment is a genuine draw. Social Security is untaxed and there is a meaningful exclusion on other retirement income for residents above a qualifying age.
There is no state estate or inheritance tax. Property transfer tax at purchase is comparatively high and typically split between buyer and seller, so budget for it at closing.
The housing market
New construction is abundant in Sussex County, where builders have been developing active adult communities at scale. That gives buyers negotiating room and incentive packages.
Coastal flood zone status, and whether a community is served by public sewer or a shared onsite system, are the two due diligence items that most affect long-term cost near the beaches.
